No call of duty game should be included in a "best graphics" discussion, same goes for any game using Unreal Engine 3. Haha
Basically, Frostbite (Except Dragon Age; Inquisition) and CryEngine powered games are what really pushed those consoles.
Hence... Battlefield 3, 4, Hardline and Crysis 3.
We cannot forget the Metro games either.
GTA5 is technically impressive for it's open-world nature, but I think graphically it does come up a little short.
