Yes it's a concious decision, and should be praised because? It doesn't look good, period. Not that it doesn't look photorealistic. It doesn't look good or graphically impressive or ambitious. And that is an AAA exclusive that they are putting as a showcase of X1X capabilities (and it is bad for them to use this as an example, same on putting how much better Minecraft 4k will look or putting low end indies as 4KHDR).
You just don't need to mention something if it won't do you any favor. Keep the 4KHDR ubber graphic tag for Forza, Metro, AC and others that could really be an eyecandy and on Crackdown talk about what it does good instead of pushing it as a good graphic showcase that it isn't and damage their own show.

I still don't understand why you care so much how MS touts their own game or if it looks uber realistic or not? Who cares if MS pushes this game as one of their main "Xbox X Enhanced" titles this Fall? Would you rather this game fail because they didn't support it? It is a AAA game, so MS has to support it as much as Forza. I'm sure the amount of money put into the multiplayer justifies this.
I would say, due to the fully destructable environments in the multiplayer, having the game run at 4kHDR at a steady framerate is quite impressive.

You won't stop spinning what I said? I have no issue with CD3 being successfull. And I see no issue with MS pushing the game and backing it. My sole point on it was that pushing the 4KHDR and high graphic fidelity for this game as a showcase of X1X power was a mistake. They could and should have focused their marketing on what the game excells not on it's weak spots. You don't see Sony pushing the high IQ and graphic power on games like the indies they brought or even Ratchet and Clank.

There is nothing deceitfull about it. They are actually using the cloud to assist with the processing of destruction in multiplayer.
nVidia has also showcased how cloud computing can assist in rendering games as well.
Microsoft was banking on this technology, they were ridiculed for it... As well as always-online DRM, having less power, Kinect... So they back tracked on all of that. And now they have backtracked on all of that, bending to what consumers want... You don't like it? There is the saying of "Damned if you do, damned if you don't" and I think that applies here.

False.
You can perform calculations that are not bandwidth or latency sensitive on the cloud and use local resources for processing that is more time sensitive, it's a sound concept.

Pema... their empty claim on the power of 8 X1 was what got they mocked not they trying to inovate with cloud.
