If a kid grew up in a poor family but had drive and motivation, there is nothing preventing them from succeeding academically in school and pushing toward a full free ride at university. As some others are so strong to point out, monetary background does not equate to intelligence. I am poised to jump into middle class from a poor low class family for instance and am going to do so without even going to college, so it's absolutely possible. Still young too, lower upper class might be on the cards if I could pushing my career in a certain direction.
Also, median wage for an economist in America is 100k a year. That career path all but garuntees that you're lower upper class at worst. So whether people want to twist it or not, anyone hiring an economist would be hiring someone that's relatively rich either way.
I guess what I mean is, you can have someone be intelligent and good with money but be poor. Usually in that case it's because the individual lacks motivation. Critical thinkers are in sharp demand as far as I can see so if someone's got a good head on their shoulder and still has nothing really to show for it, then they lack the drive to succeed (because if you really try, you can succeed at almost anything with the tools available today) and at that point you need to stop blaming the system and start looking at what you're doing wrong. In relation to someone deciding economic policy for the country? No government in its right mind wouldn't choose the sharpest, smartest person they could find for that field. You can also bet that person already has a strong established career or some sort of reason that makes them stand out in a country of 300 million+.That person would already have to be getting paid, and if we look at the average salary of an economist in the country, that person would likely already be semi rich and breathing the lower upper class wall.
Trump is not elegant with words, but I understand that they aren't going to hire a poor unmotivated person for such an important job when any person born into a poor home will have used all that intelligence to launch themselves out of such a condition.
