Little chance of it happening.
We are talking about a portable twice or thrice as fast, at best, as the undocked Switch, playing the same games as a hardware 15-20 times faster. There is a slightly higher chance if it is PS4 games, but I don't see it having a market at all, when PS4 consoles will be just as cheap and play the games much better, and services like PS Now more widespread.
