Well, Xbox One doesn't need to reach the X360 hardware base to reach the X360 user base. ;)

How much of the 80 million 360-consoles were RRoD replacements? 10 million? 15 million? 20 million?

If there were 20mil X360 replaced it means that they ended the generation at a distant Third compared with the Wii and PS3.

Microsoft maybe are taking into consideration X360 sales without the replaced units to set up their expectations of the X1 sales, which is a good thing considering how thing are going right now.
