You know, normally I'd say this was an okay idea but the older you get, the less of a shit you give. If people aren't smart enough to know NOT to go to somewhere like North Korea without any ties/escorts and to break their laws...then oh well. Just don't go there, use common sense. There shouldn't be a bill that enforces common sense, it's a waste of time and legislature. Focus on the things you promised to people...oh yeah, those promises were broken too. Well...shit.
