Because Joffrey was too busy torturing animals, Tommen flirting with the High Sparrow and Cersei drinking wine and blowing shit up. None of them are military tacticians - they probably saw no interest in taking Dragonstone since Stannis was dead. Tywin warned them - ''soon enough she [Daenerys] will be turning her eyes on Westeros'' and no one listened.

thats why the shows writing has been so much worse since they split from the books, people stop making logical decisions.

in the books even though Cersei is batshit crazy she still sees the value in Dragonstone and sends the Redwyne Fleet along with a few thousand soldiers to take the castle.

Cersei is just pure evil in the books. I love how they portray her in the show, she's much more human and broken. That character was bound to make stupid mistakes after stupid mistakes - She does not see the value of Dragonstone, she's using it to send Loras to his certain death (and it almost worked). Same way as she did send Mace to the Iron Bank in Season 5. She only understands the ramifications of her actions in hindsight.
