Videocardz has found out the base clock of Intel's upcoming 12-core 7920X processor, and I think it's slower than expected:

Intel’s 12-core i9-7920X features 2.9 GHz base clock

The Core i9-7920X, the only 12-core processor from Core-X series, has been added to the official price list. The listing reveals that the base frequency of the CPU is 2.9 GHz, which makes it 400 MHz slower than 10-core i9-7900X.

The CPU is also listed with 16.5 MB L3 cache. No other specs were revealed by Intel.

This means that Intel’s 12-core i9-7920X base frequency will be lower than AMD’s 12-core Threadripper 1920X by 600 MHz.

Intel has an advantage in IPC, but could AMD's part perform better thanks to its frequency advantage?

That's 20% better clock for AMD, so my guess would be pretty much yeah. Then on the other hand, in some cases, like in sound post and music production, a lot of people will keep avoiding AMD until it performs on par or better with Intel with low buffers (like 64 samples), since its performance drops more then Intel's with such low settings (in this case lower is better, for shorter latency).
