If you go along with the taglines for each one, GT is the "ultimate driving simulation" and TOCA is the "ultimate racing simulation". Which I would agree with. Racing on GT4 wasn't very good (you could wall ride/bash other cars etc. and there were only 5 opponents), however, I found just driving on it very fun, for instance getting something like the Golf GTi MK I, turing off the driving aids, and just mucking about really.
