That only makes it worse. A fixed wall is not very efficient for solar, solar roofs or tracking panels work much better. Besides Mexico is to the south, angle your solar panels correctly and you basically have a big ramp for Mexicans to climb over ;) Plus the infrastructure needed to regulate and transport power and maintain the solar panels will add a lot of costs.
Now put all that wall money into efficient solar farms instead. Then you have something useful.
