The email chain begins with Goldstone relaying that a Russain government official (he says "crown prosecutor", he's probably referring to the prosecutor general) has offered up oppo. He goes on to say that this information is "part of Russia and its government's support of Mr. Trump."

In an email four days later, Goldstone refers to the person that Donald Jr. will be meeting with as, "The Russian government attorney". 

Did Donald Jr. blow the whistle on this? Did he contact the FBI about a plot by a foreign government to influence our election? No.

He took the meeting.

Then he, and the rest of the campaign denied the existence of such a plot for the better part of a year.

Whatever Veselnitskya says about her official role. However insignificant the meeting ultimateley ended up being, Donald Trump Junior, Paul Manafort, and Jared Kushner intended to meet with liasons of the Russian government to determine how the campaign could benefit from the Russian government's support.

That is undeniable from even the plainest reading of the emails.
