You know MS make money on Cuphead being brought on Steam right? You know its also MS decision to allow it on Steam.

Exactly. 

Are you sure about that?  As far as I know this game is developed AND published by StudioMDHR Entertainment.  Hell, when whatever deal they have with MS is up, there's a good shot that it is coming to PS4.
