It won't, it never does. Goes straight into the pockets of politicians, or to cover shortfalls in other areas of government that were mismanaged. Same as red light cameras.

Oh there is a shortfall... more like a huge shortfall. Illinois is one of the most fucked up states right now and this will do nothing to fix the mess they are in now. I believe they are still selling lottery tickets while not even able to pay the winners which should be fraud.
