No, they quit because its unhealthy. I know people who still smoke, despite the expense (my father unfortunately) because it is just so hard to quit.

There are many reasons why people quit and the cost is one of them this is a fact. How common it is compared to other reasons is another argument but this is a reason that has been used for people to quit.
