Because gravity is inversely proprtional to the square of the distance between the Earth's center of gravity and the center of gravity of the person.

It's part of Newton's laws of universal gravitation.

Universal acceleration is a concept in flat earth models that states that the flat earth is accelerating at 9.8 m/s^2.  It attempts to replace our concept of gravity.  In our framework of physics, your explanation is correct and we can measure the difference with a good enough scale.  I don't know how the flat earth model reconciles that with their universal acceleration though.  They conveniently avoid it.
