Thus the switch is part of the 8th gen.

Ie. Their 8th Gen machine flopped. So they released a successor 4 and a half years later, their 9th gen machine. 

Their 9th.

But as a whole, it belongs to the 8th gen of consoles.

You can make more than 1 console, that are both in the same generation of things.
