Are you sure this test is valid? I mean Uncharted never stutters like that and it's at 30 fps.

That's what motion blur and other tricks are for. You rarely have such a high contrast in Uncharted and the image is usually quite busy to notice. But if you look for it you can find the stutter. It's easier to notice for people who are used to higher fps. If you spend hundreds of hours playing games at 144Hz you will notice that stutter even on 60fps games. Though it's not as jarring as with 30fps.

Aside from the visual stuttering the bigger problem for me is the input lag that 30fps brings. That's where the argument "framerate is for gameplay" comes from.
