Nonsense. The X1X SoC alone is essentially a complete redesign (no esram, no dma-engines, no global address translation table, no complex memory bridge anymore). Such a cycle takes at least 2 years from idea to final chip. FCC is all about power draw and em interference. You can't tell that until your final design is up. Given that the X1X SoC is probably a chip pushed to the limits, they likely went through several "Cooling design change - increase clocks - price too high now" cycles until they ended up where we are now.
