I have seen some pretty terribly clocking parts even with a ton of volts, different boards, good cooling. etc'.

Well, most reviews I've seen have managed to achieve between 3.8 and 4.0GHz, even with retail purchased processors. I've only been a bit optimistic in the low end.

But it's curious how Ryzen can't go beyond those 4.0GHz, it's like a wall or something.
