If it sells over 3 million (which is well above expectation for most), Capcom can recoup 1.5 million with a late Switch port and be okay.
If it sells under 2, there's no mitigating the losses of the undoubtedly much more expensive production costs for this game.
It honestly has to be MUCH more successful than previous home console versions to be seen as a win, even if they're expanding the Western market.
