The devs from the Sea of Theives is the one who made that statement when he was asked if the game will be true 4k.  So if internal 1st party devs only had the Dev unit for a month I cannot see any 3rd party having it any sooner.  Also the dev kits where only show last month during the so I believe this statement is true.

Eurogamer got given final hardware by microsoft back in April, so I highly doubt 1st party have only had devkits for a month.
