Maybe 10, 15 years ago this was the case. While power is still an obstacle, it has way less to do with power and much more to do with profitability. The attach rate for a Far Cry game on a Nintendo is just not worth the port. If games are a sure hit, it's not nearly as hard to pull back on the graphics - look at Dragon Quest.
