I agree with that definition. But I would just restrict it to Xbox Play Anywhere and Windows 10 store titles, not steam. With those restrictions, I think it makes perfect sense. Being able to buy and play a game on Xbox and Windows is a great plus and really convenient and Microsoft pushed for that.
Now of course some want to convince others that this is a bad things for Xbox gamers to have more options, it really depends greatly on the agenda of everyone who is using the word "exclusive" in any post or sentence to be honest :) Most likely, it will be used to re-assure ourselves (or themselves) that their platform of choice is the best.
