I wouldn't underestimate MS will to compete, and the resources it can spend to do it, but it's likely they're trying to change their gaming business model favouring again PC to try and keep Windows relevant and strong and prevent Android from expanding in PC market, or at least slow it. Only time will tell us if they did in time or if it's too late for their main product.
The majority of IT users overall is already more familiar with Android than with Windows, weren't for the fact that the vast majority of them don't need, or don't need anymore, a PC, Windows would be doomed to marginality. A rich one, potentially still above 1 billion users WW, but they wouldn't be anymore the majority, so MS would remain rich and maybe become even richer, but it would lose power and the ability to decide where PC market goes. This hasn't happened yet, and it could never happen, but if MS hasn't already done what's necessary to avoid it, probably it's too late.
