This, and more precisely, Phil is Nadella's mouthpiece just like Mattrick was Lardmer's one, neither of them ever had the authority to decide general strategies and important deals with third parties, at most very short term tactics. You could even say that Mattrick was actually better, as most of his mistakes depended on his first chief back then heading for his career's sunset boulevard. Just look at Reggie, until very recently he had to troll American Ninty users on behalf of Ninty true rulers also in USA, the Japanese HQ, now he's at the top of his glory as his chiefs command him to give mostly good news to US gamers and stop trolling them.
