The size isn't as much of an issue in a console as it is in say... A notebook or a tablet though. And with chip consolidation how it is today, there is usually still plentry of room for movement on the PCB.
For a Micro-console though, then that's a different story just like how HBM enabled GPU's like the Nano for the first time.
But Microsoft and Sony will continue to go with components that make the most sense from a cost/power standpoint. It's why Scorpio is keeping it's Jaguar cores, GCN GPU and using GDDR5 memory rather than something like Zen, Vega and HBM.
