It seems obvious to me, that in the last 6 months MS has really cleared the path for having a good clear message at their E3 conference  Let's look at what they have done:

1. Released the detailed specs of the Scorpio

a. This allows all of the talk after E3 to be about the product, not the specs

2. Cancelled a number of games that people were waiting for

a. This allows all of the negative press about this to have died down

b. This also allows the information regarding other games to be the focus

3. Announced VR is not coming to the XB1 this year

a. Instead of everyone talking about what is missing from their E3 show, they eliminate the talk before it even starts

b. Again, people stay focused on what they are bringing this year, not what isn't coming

4. Totally landed the "Premium Price" message to gamers with people think $499-$699

a. If the rumor is true at $399, people will be dancing in the streets if it is priced this way

b. Now, the price seems reasonable if not cheap for what you get

1.  And yet, I bet there will be a lot of talk about specs at E3.  And probably Windows, too.

2.  This more likely has caused a bad stigma around the XBO, calling back to the last years of Xbox and 360, where MS left their consumers without exclusives.  It's why the XBO is down YOY, while the PS4 is not.  And this month the XBO is not going to be close to the PS4 like it was last year, instead most likely continuing the 100K+ gaps every month the PS4 has enjoyed in the US this year.

3.  This is actually a very bad thing.  It means that, yet again, MS will be behind in a market that is already defining itself.  Sony is also looking to be the top contender in that market, unless you include Gear VR, though I don't really since it is something you just slide your phone into.  Still, if you do include it, Sony wasn't that far behind them.  Which is damn good, since the PS VR costs $300 more than a Gear VR headset.  And this will allow another year for Sony to show its dominance in VR headset market and to get prices down.  So, I don't know why MS thinks they will find much success waiting another year and then competing against a $299 PS VR headset.

4.  This is just a rumor.  Many think that it is just pointing out the Scorpio's launch date, which seems more plausible to me.  Still, even if it does launch for $399, what if Sony goes aggressive and drops the Pro to $299 in Sept?  I think it's already safe to assume Sony is going to have the most to show off at E3 this year, especially since they have all the big marketing deals, now.  I think MS is going to be focusing mostly on how powerful the Scorpio is and maybe show off some games we already know about.  Considering they cancelled a bunch of exclusives because didn't want to spend the extra money to develop them, I don't think there are going to be many surprises in that department.
