Yes, they started doing that when they had to many games, which was E3 2015. Again, they have to many games to show at E3 so they're starting their pre-E3 announcements.

I don't think it was 2015. It may have been 2014 or 2016. Point is, people got excited that they would have a lot of announcements and after the show was over, they said, "wait, that's it? Couldn't they have saved the other announcements for E3?". If I could find the threads, I'd post a link but searching for them is a huge pain in the ass.
