Do you think the PS4 Pro is not held back by the Xbone also? Of course it is. When 3rd parties are designing multi platform games they have to design it with the weakest hardware in mind and then go up from there. As for exclusives... I mean, you're just talking about purtier graphics. The PS4 exclusive games don't have any mind blowing features or design that's not possible on Xbone, the graphics just look better. There's no reason developers making Microsoft exclusive games wouldn't be able to fully utilize the extra power of Scorpio. We're just not going to see some sort of next gen capability, same as PS4 vs Pro.
