One has a mid-gen refresh coming this year, the other already has that out. I'd say a lot of perspective XBox One buyers are likely waiting for Scorpio at this point so being down YoY is perfectly normal given the circumstance. 

The Scorpio appeals to a very specific niche audience. The general public is not as aware of the Scorpio as the Xbox enthusiast crowd considering all we have about the Scorpio is a spec sheet. Here's a general idea of public awareness of the Scorpio from Nielsen:

Based on the results, it is unlikely that the Scorpio is having a negative effecton the XB1's sales currently. I would believe your claim if the E3 conference happened in March, but reality is that Microsoft's conference is not until June 11. As a result, the more logical reason why the XB1 is down YOY YTD on NPD is mainly because of the lack of compelling software.
