No its not. If we want the game to be the best it can be, we should advocate for Takahashi to work on it. The only reason why the first version was as gimped as it was, was because of Square's budget constraints imposed on the title. Discs 2-4 would've been a reality otherwise, and the second disc wound't have been a long cutscene monologue.
