If they don't use an API they will proberbly use a Nvidia GPU someting that mark cerney already said is possible since Nvidia doesn't really deliver amazing CPU performance.
If they go with the Vega chip from AMD it doesn't make much sense to me that they wouldn't make a custom API as its much easier to cool/more compact and shares a memory bus, many advantages when choosing AMD since they make the CPU.
It could also be a hint that they want to be able to make the hardware upgradable, that would make a lot of sense but its unlikely.
Anyway lets hope the PS5 is still a ways off and in that case I am sure every option is still on the table
