239 people have been murdered in Chicago in 2017 so far compared to 19 in Toronto and both cities are the similar size, have poverty and are racially diverse. 

There is no excuse apart from Chicago is a badly run city.

the main difference between the two cities in my opinion is that in Chicago you are fucked and forgotten if you are poor, so you have to do "something" to make a living

 

Hasn't that place been under democratic control since almost any of us have been born?

NYC and LA have taken steps to reduce violence, what has Chicago done?

 

To me the issue I found is  that city is actually quite racist towards blacks passively overall.
