We are running into some problems here. If drugs are legalized there is no justification to send someone anywhere, neither prison nor rehab. Some addicts might go into rehab willingly, what about the remaining?
Would you move into an area when you see drug addicts on the streets and people selling drugs at the corners (assuming it would be legal)?
