Well one could start with sending people to rehab instead of jail. I have a view that people should be allowed to do anything to their bodies in their own home/apt. If you go out into public and start affecting other people (drunk driving, stealing, etc) then you should be punished. So if a crackhead gets caught stealing then perhaps send him to rehab first then make him serve community service or something like that. Jail should be reserved for the people that deserve it most (murders, rapist, molestors). Something is wrong if you are letting out rapist and molestors because the jail/prison system is filled with nonviolent drug users.
