If USA, UK, France and Germany, followed by NATO and EU, hadn't done extremely stupid things like overthrowing Saddam in the wrong moment (the only right one was at the end of Gulf War I ), trying to overthrow Assad and let fundamentalists grow in Syrian opposition, overthrowing Gaddafi and again doing nothing against Lybian fundamentalists until it was too late to stop them, letting Pakistan, Saudi Arabia and Turkey double play with fundamentalism and terrorism, betraying the Kurds, again to please Turkey, and so on, NATO would be fine with just 1% of GDP from all members.
