I thought the same until I bought one. When I am playing it on the tv with the pro controller it certianly feels like a full fledged console, but when I take it of the dock it feels like a deluxe handheld.
I think the reason it seems like a handheld is because when playing it as a handheld it is hands down the best handheld ever, where as playing it as a console it is "a normal nintendo console".

Wii- 72 million 3rd Year Peak, better slate of releases
360- 37 million Should trend down slightly after 3rd year peak
PS3- 29 million Sales should pick up next year, 3rd year peak and price cut
