Don't know why you brought up Mario.  Though or aht it is worth, Galaxy came out in 2007, a really stacked year.  

And no, Majora's Mask has a 95 on Meta, Skyward Sword has a 93.

Bringing Mario in because you're using average score. And I'm looking at GameRankings which puts SS above MM. Metacritic only has 25 reviews for MM.

I think we're all in agreement that the highest meta score doesn't guarantee GotY.
