Have you read any excerpts of the quran? Because isis follows it verbatim. All the points you bring up are being done throughout the EU and yet you continually witness migrants not wanting to integrate, better themselves, or adapt to their new country. And the ones that do, have offspring that rebel against their parents (like all teenagers do) by seeking out extremist groups as a way to identify with their heritage.
A social safety net is there to assist - not live your life by. You have to want to assimilate (which I think you're suggesting). The quran and Islam are barriers to accepting a truely western way of life.
