Same goes for PS4 Pro, they patched FFXV to almost unplayable levels at one point and several games like whatch dogs and the last of us preformed worse on the PS4 pro at the start.
Its not about Dev's "fucking" scorpio, you can see games like shadow warrior 2 or Prey just not using PS4 pro I am sure that will happen to Scorpio too but sony did put some limitations on what developers are allowed to do to keep multiplayer etc closer, but its already proven in games like Battlefield 1 and others that PS4 Pro users have an advantage regardless.
Xbox is just treating it like a new console and the only requirement is that xbox one needs to be suported everything else is up to them, which is proberbly a good way to go.
