Um, no. The 360 version has no frame rate issues, and most PC players won't be running at higher than 1920x1080 anyway unless they have a top-of-the-line machine and a top-of-the-line monitor. As for the load times, I can't really compare them, but the 360 ones aren't agonizingly slow like they are on the PS3.
