I read the article, and there doesn't seem to be any confirmation of this as Sony policy, just more of an extrapolation of what ND said about UC4.

It seems that something is lost in translation in this debate.

I personally wouldn't consider the Pro a basic boost.  Horizon on the Pro is a graphical behemoth.  Then you have games like Assassin’s Creed unity that struggle on the ps4 but run as smooth as butter on the Pro with boost mode on.
