Don't know how it works in Canada, but the US Supreme Court ruled that license plates constitute "Government Speech".

So they're allowed to deny whatever speech they'd like I suppose.
The good news is that I don't think they'd stop him (in the states at least) from painting his car up with decals that says" GRABHER-MOBILE".
Just not on the licenses plate.
