I would put DB & DBZ around the same level, one major difference though is that DB got better with each major arc while DBZ got worse with each.

Pilaf/Tournament < Red Ribbon/Tien < Piccolo/Piccolo Jr.
DBZ
Sayain/Frieza > Trunks/Android/Cell > Buu
Overall
Sayain/Frieza > Piccolo > Android/Cell > Red Ribbon/Tien > Pilaf/Tournament > Buu
As for Super, it was cool for a bit but i have lost interest since it is essentially the Goku/Vegeta show and everybody else takes a backseat.
When the herd loses its way, the shepard must kill the bull that leads them astray.
