Unlike what you are suggesting, this is based on info we've gotten from Trump and his aides as well.
Every one of them carefully avoided using the term "classifieds info" when adressing this issue. Even though they know that's specifically what this story is about. There's really no reason for that at this point other than to avoid comitting perjury.
Instead Trump points out how he has the legal rights to share infomation. (Which includes classified info, because it becomes declassified when the President shares it.)

So then he didn't share classified info! That means no President can share classified info if he/she deems it to be non classified and talks about it. But of course the media acts as though hes sharing "code word" or "top secret" classifications.
