It's a joint project between Parappa and Vib-Ribbon guys, both PS1 games, that's how it's geared towards PS and why PS4 is the main platform it was announced to, to being with (they even use the DS4 to showcase the game mechanics in the kickstarter page).

I was skimming through their KS page and didn't see mention of PS4 being the sole lead of the project.
