Keep in mind to the things which Switch has over the X360 and PS3 as well as the obvious 8x system memory over the X360 and 16x that of the PS3 you are talking about Hardware from before 2005 in the X360 against the Tegra X1 which features tech from 2015 reworked into a system in 2017, the on package tools that Switch would have over the tri core Xenon in the 360 would absolute blow it out of the water, in terms of being able to save on clock cycles over the Xenon.

 

Actually on checking up about it the Xenon processor was designed from "The development program was originally announced on 2003-11-03" so you are talking about comparison to what a 14 year old chip can do compared to the Switch.

The gflops rating doesn't care about age of hardware that is a final figure, of course the later hardware achieves this more efficiently with less power draw though but its effectively comparing high performance old hardware with low performance new hardware. There is an enhanced feature set in the gpu for sure but also mobility chipsets tend to use less support chips so often have less performance as the design is simplified for battery efficiently.

The wii u was based on later technology than 360 and ps3 too but for many games requiring higher cpu resources it struggled against ps3 and 360 with frames sometimes half that of 360/ps3. Ultimately we will see what the Switch achieves in the coming months but the point remains the performance of Switch should not be compared with the performance of the Nvidia Shield box which has much stronger performance despite having 1GB less memory.

Again the Switch performance level will become clear as more third party titles arrive which have comparable versions on other formats.
