17 songs removed due to... yep, end of licensing rights. And, as this PCGamer article of that time explains, the same happened with Vice City.

Yikes I wasn't aware of this. That's terrible news. Why can't it be like movies where they pay for the rights to use it to include it in their project? I'm pretty sure songs aren't taking out of a films soundtrack 20 years later or even for HD re-releases. This is pretty absurd.
