The source of the article is speculating they're referring to this fiscal year, it's also speculating they're referring to Japan only.
So no, we don't know if it's fiscal year or lifetime, and we don't know if it's Japan or Worldwide.
Could manage 5 million in Japan lifetime, I think 5 million this fiscal year in Japan alone is a crazy high goal, so for that reason I think this figure is either Lifetime in Japan, or 1st Fiscal Year World Wide.
