Someone probably joked calling it that, especially since you type "tetten" (that's slang, should then be "tieten"), because I've never heard that term to describe them. They were always officially "Negerzoenen" in Holland, so "Negro's Kisses" like vivster says, until about a decade ago when someone figured the name's probably a bit insulting, so now they're just called "Zoenen", "Kisses".
EDIT: I looked it up, apparently they call it like what you said in Flanders, so Belgium. Well, should have expected Belgians to call something something silly.
